Soliciting a Lesson in Budgeting

I was hoping someone could explain to me how it is that the U.S. and CA governments persistently end the year with a huge budget deficit. Luckily CA finally passed a budget, with what seems to be less drastic measures than in the past. But, my question is this, why isn’t there someone keeping track of the money so that situations like this don’t happen in the future? I mean isn’t it simple accounting that you don’t spend more than you have? Or is it that the government simply leverages its borrowing power so that it can fund more ambitious programs? Whatever it is, can someone please explain to me what happened to balancing the legislative checkbook?
